「문화유산의 가치 보존을 위한 한국 원칙」 영문본 발표 모습 >
국가유산청(청장 최응천)은 4월 17일 건국대학교 프라임홀(서울 광진구)에서 열린 <2025 이코모스 아시아·태평양 지역회의>(4.16~4.18)에서 이코모스 한국위원회(위원장 최재헌)와 함께 「문화유산의 가치 보존을 위한 한국 원칙」(이하 ‘한국 원칙’)의 영문본을 일본, 중국, 인도네시아, 네팔, 호주 등 20여 개 국가 100여 명의 참석자들에게 공개했다.

국가유산청은 2022년 12월 기존의 문화유산 원형 보존에 집중된 정책에서 벗어나 문화유산의 다양한 가치를 토대로 보존 관리의 실천기준과 의사결정 방향을 제시하고자 「한국 원칙」(국문)을 수립해 발표한 바 있으며, 문화유산 전문가들과 이코모스 한국위원회의 검토를 거쳐 이번에 영문본을 공개하게 되었다.
「한국 원칙」은 국내 여러 학회와 전문가, 이해관계자들의 의견 수렴과 호주 「버라 헌장」과 중국의 「문물보존준칙」 등 해외 주요 보존 원칙들을 검토했으며, 건조물과 유적, 경관, 자연 환경 등을 포괄적으로 보존하고, 중앙 정부와 지방정부, 지역 공동체(커뮤니티)를 모두 아우르는 통합적인 관리를 지향하는 내용을 담아 보존 원칙(제1장), 가치의 이해와 적용(제2장), 보존 과정(제3장), 보존 조치(제4장), 관리와 활용(제5장)으로 구성됐다.

국가유산청은 우리나라 문화유산 보존철학을 담은 「한국 원칙」의 이번 영문본 발표를 계기로 유네스코, 이코모스 등 국제기구를 포함한 해외에 우리나라의 문화유산 보존관리 노력을 널리 알리고, 나아가 국내 문화유산 법제도 고도화에도 기여할 수 있기를 기대한다.
The Korea Heritage Service (KHS, Administrator: Choi, Eung-chon) and ICOMOS Korea (President: Choi, Jae-heon) presented the "‘Korean Principles’ for conserving values of Cultural Heritage" (hereinafter ‘Korean Principles’) to domestic and international audiences, during the 2025 ICOMOS Asia-Pacific Regional Meeting held in Seoul from April 16 to 18.
Originally announced in December 2022, the Korean Principles provide practical standards and guidelines for the preservation and management of cultural heritage, moving beyond conventional approaches focused solely on original preservation. The development process involved input from Korean academic societies, experts, and stakeholders, as well as reviews of international conservation charters such as the Burra Charter (Australia ICOMOS) and Chinese cultural preservation principles.
The Korean Principles are structured into five chapters: (1) Conservation Principles, (2) Understanding and Applying values, (3) Conservation procedures, (4) Conservation measures, and (5) Management and Value Dissemination. To support international collaboration, cultural heritage experts participated in translating the document. Following review by ICOMOS Korea, the English version was prepared in February 2025.
The English version was officially presented at the regional meeting under the theme “Comprehensive Approach to Heritage Preservation.” Alongside the Korean Principles, Kristal Buckley of Australia ICOMOS introduced the Burra Charter, and Shao Yong of WHITRAP presented China’s cultural heritage protection standards. The presentations were followed by a discussion session with participants.
The Korean Principles emphasize an integrated approach to preservation, incorporating both tangible and intangible values. They advocate for the protection of historic buildings, sites, natural landscapes, and environments, while also promoting inclusive governance that involves central and local governments, as well as local communities. Both the Korean and English versions of the document have been distributed to related academic institutions and will be made available on the official website of the KHS.
It is hoped that the Korean Principles, which embody Korea’s long standing philosophy of cultural heritage conservation, will contribute to the advancement of the national legal framework for heritage preservation and that Korea’s efforts in conservation and management will be widely shared internationally, including through organizations such as ICOMOS and UNESCO.
